Members of the Catholic Education Services Executive Leadership Team are:
Bill Dixon is the Executive Director of Catholic Education Services – Diocese of Cairns and has been in this role since the beginning of April 2014.
Prior to Bill’s current role he was employed as the Manager, Capital Programs for the Queensland Catholic Education Commission (QCEC) where he was involved in the delivery of over $850 million of programs. He represented the QCEC Executive Director on the Queensland Schools Planning Commission and was responsible for leading negotiations on regulatory and financial reform of Government planning and development processes in relation to non-government schools.
Bill is also the Chairperson Elect of the Queensland Chapter of Education Facility Planners International (CEFPI) and is one of two Queensland delegates on the Australasian Council of CEFPI.
Before moving to Brisbane, Bill worked for Catholic Education Services – Diocese of Cairns as the Capital, QA & Risk Manager from 2007 to 2010 and as the first Manager, Finance and Administration for St Andrew’s Catholic College, Redlynch from 2004 to 2007, the largest school in the Diocese.
Bill has a wide and varied background which has included Banking, State Program Manager within the Queensland Department of Employment, Education and Training, Business manager at St Patrick’s Cathedral Toowoomba, and his employment with the Catholic Church and in Catholic Education over the past 17 years.

Chief Financial and Operating Officer
Born in Mossman, North Queensland and educated at St Augustine’s School, Mossman; St Teresa’s School, Ravenshoe; Gordonvale State High School, and Deakin University, Melbourne, Paul is a long term employee at Catholic Education Services. Following 18 months with the Far North Queensland Electricity Board (now Ergon), Paul’s initial role at CES was in Accounts, then as Accountant, and then Financial Controller.
Now, as Assistant Executive Director Corporate Services, Paul is responsible for leading teams within Corporate Services including Finance, Employee Services, IT Systems, Workplace Health & Safety and Capital and Building.
Paul and the Finance Team provides support to Principals, Primary Administration Officers and College Business Managers in the areas of annual budgeting, medium and long term financial planning, completion of accountability requirements and training for the student information system and school finance systems. With the assistance of the Finance Team, the internal budget at Catholic Education Services is managed. Paul is Executive Officer of the Finance Committee of the Education Board of Governance.
Paul holds a degree in Business (majoring in accounting), a Master’s in Business Administration and is a member of CPA Australia.

Assistant Executive Director – Identity and Mission
Colin was born in Kalgoorlie, Western Australia. He was educated by the Sisters of Mercy and the Marist Brothers in Bunbury, WA. Upon graduating as a teacher in 1976, he began teaching in the WA Catholic Education system and has been involved in Catholic education ever since. Before moving to Cairns in 1998 to take up the principalship of St Francis Xavier’s School, he taught at both primary and secondary levels and held positions of responsibility in Diocesan and Christian Brothers schools. He has been a classroom teacher (primary and secondary), sportsmaster, Assistant Principal – Religious Education, Head of Primary and School Principal. His experience spans country and city schools, boarding schools and P-12 schools.
Colin is married with five children and is an active member of the St Francis Xavier’s Parish.
Leading the Faith and Religious Education Team at Catholic Education Services, he is responsible for providing leadership for Faith and Religious Education Services through coordination, advocacy, policy development and delivery of services to support the Mission of Catholic education in the Diocese. This involves working closely with schools and other diocesan entities.

Deputy Executive Director – School Improvement
Diarmuid was Born in Dublin, Ireland and educated in the Hunter Valley at St Augustine’s Singleton, St John’s Maitland and Maitland Marist Brothers. After leaving school at the end of Year 10 to do an apprenticeship as a Plant Mechanic Diarmuid returned to complete his Higher School Certificate at Reid TAFE in the ACT. He trained at the Catholic Teacher’s College in Strathfield, now a campus of ACU. His first teaching appointment was in 1985 at St Anne’s Temora in the Canberra Goulburn Diocese where he also taught at Padua Catholic High School, Wanniassa; St Peter’s College, Isabella Plains and the amalgamation of both, MacKillop Catholic College. He held various Middle and Senior Leadership positions before moving to the Gold Coast as Deputy Principal at Aquinas College, Southport. He returned to the Canberra Goulburn Diocese as Principal of Mount Carmel College, Yass and back to Qld as Principal of St Peter Claver College, Ipswich. He has also worked in Brisbane Catholic Education office as Acting Area Supervisor.
Diarmuid moved to Cairns in July 2014 to take up the position of Assistant Executive Director School Development – Secondary. In 2015 he was appointed to Acting Deputy Executive Director to establish a new directorate in Cairns Catholic Education Services in the area of School Improvement.
Diarmuid is married to Jacqui with six children and a member of the Northern Beaches Parish.

Assistant Executive Director Learning & Teaching
Ursula has worked in a variety of schools within the Diocese of Cairns as a registered teacher, Assistant Principal Religious Education and Principal for over 25 years.Ursula’s study has included a degree in Education, a Masters in Educational Leadership and a Masters in Education specialising in Information Communication and Technology, from Australian Catholic University.
Ursula is responsible for supporting and enhancing key areas within Learning and Teaching, including Student Services, Curriculum (P-12), and Resource and Information Services.
